match the human on the thread to the legal entity

You are not verifying a load-board nickname. You are matching the person who wants the rate confirmation to the motor carrier FMCSA registered. The census legal name, the docket, and the USDOT number are the identity. Everything else is a claim.

A Gmail dispatch inbox, a Google Voice number, and a cell that answers “yeah that’s us” are not the record. They can belong to the carrier. They can belong to someone using the carrier. You do not know until you close the loop against SAFER and L&I.

If the legal name, MC, and DOT on the thread do not resolve to one census record, stop. Do not “make it work” with a similar name. Close names are how identity theft books Friday freight.

W-9 is tax identity, not operating authority

The W-9 tells you the name and TIN the carrier uses for IRS reporting. That name must match the FMCSA legal name, or a DBA FMCSA lists on the census snapshot. A W-9 for a different LLC is a different payee.

A matching W-9 does not mean they may haul. Authority lives on L&I. The W-9 only answers: if we pay this company, are we paying the company on the federal record.

If they send a W-9 with a DBA in the “name” line and a different legal name in the “business name” line, copy both into the file. Then check which one FMCSA shows as legal name versus DBA. Pay and contract the legal entity, not the nickname.

callback the telephone on the census record

SAFER and QCMobile print a telephone. Call that number. Do not call the number in the email signature first and treat a callback as optional. The census number is the one FMCSA has on the MCS-150.

Ask for the legal name and the DOT. If they hesitate, you have your answer. If they give a different MC than the one on the thread, you are talking to a different operation or a shared desk. Write down who answered and what they said.

If the census phone is disconnected, goes to a voicemail that names a different company, or rings a dispatch service that will not connect you to the carrier, you do not have identity. A cell that “works better” is not a substitute until the carrier’s office confirms it.

driver name before the truck rolls

Get the driver name the carrier acknowledges before pickup. Then confirm that name with the office you reached on the census line, not only with the person who booked the load. Identity theft often books under a real MC and sends a driver the carrier has never heard of.

The CDL name on the gate log should be an employee or contractor that office will claim. If dispatch says “whatever driver shows,” you have no chain from the legal entity to the truck. That is a fail-closed on a first-time carrier.

Trailer and tractor numbers belong in the same confirmation. A carrier that cannot name the unit before pickup is not dispatching their equipment. They may be covering with someone else’s truck. Ask, then write the answer.

email domains are a signal, not a pass

A domain that matches the legal name or a listed DBA is supporting evidence. It is not identity by itself. Anyone can register a lookalike domain. Anyone can set a display name to the carrier’s legal name.

Free-mail dispatch (gmail, yahoo, outlook) is common for small carriers. It is not automatic fraud. It is a reason to lean harder on the census callback and the W-9 match. Do not skip the phone because the email “looks professional.”

Watch the From address, not the display name. A legal name in the From field with a different domain in the actual address is a mismatch. Reply to that address only after you have confirmed the office. Do not take payment-change instructions from a lookalike domain.

legal name, DBA, and extra words

FMCSA lists a legal name and, sometimes, a DBA. The rate confirmation must use one of those strings. Extra words — “logistics,” “transport,” “inc” swapped for “llc” — are a different entity until proven otherwise.

If they say they rebranded, look up the prior MC they volunteer. Compare officer names, physical address, and telephone. A rebrand story without a prior docket you can open is just a story.

Copy the FMCSA legal name into the rate con. Do not type the chat nickname. The document you send is the identity you agreed to. If it is wrong, you dispatched someone you did not vet.

what a stolen identity looks like on the desk

The DOT in the email matches a real carrier. The PDF legal name is close but not the same. The phone in the signature is not the census phone. The person will not video from the yard. Pickup instructions later come from a third company.

Another pattern: they push a revised rate con that swaps the MC after you already checked the first one. After hours, that swap is the whole attack. Treat a revised carrier block as a new carrier. Run the check again.

Document the mismatch. Do not publish accusations. You are recording why you did not cover, not issuing an FMCSA finding. The next broker on your desk needs the facts: which name, which number, which date.

close the loop or do not cover

Identity is a set of matches, not a vibe. Legal name or listed DBA, USDOT, MC, census callback, driver the office claims, W-9 that pays the same entity. If any one of those fails on a first-time carrier, you do not have a verified carrier.

A carrier you have used, whose census phone still answers and whose L&I is still active, can be a shorter check. A new MC on a Friday night is not. After hours you still need the name/MC/DOT match and a census callback. You can skip the long SMS seminar. You cannot skip “who is this.”

A census record does not talk to the human. That call is still yours. Put the snapshot and the call note in the same load folder.

desk checklist

  • Legal name or listed DBA on the thread matches SAFER / QCMobile.
  • USDOT and MC on the rate con resolve to that same record.
  • You called the census telephone and they stated their own legal name and DOT.
  • W-9 legal name matches FMCSA legal name or a documented DBA.
  • Carrier office confirmed the driver name before pickup.
  • Email From address reviewed; lookalike domain noted or rejected.
  • Factoring NOA, if any, names that same legal entity.

what belongs in the load file

  • Dated QCMobile or SAFER snapshot with legal name, DOT, MC, and census phone.
  • W-9 showing the same legal name or listed DBA.
  • Note of census callback: who answered, time, what name and DOT they gave.
  • Driver name the office confirmed, plus unit numbers if given.
  • Rate confirmation carrier block copied from the FMCSA name, not the chat nickname.

fail closed

  • Census phone does not reach an office that will claim the MC.
  • W-9 name and FMCSA legal name are different entities with no documented DBA link.
  • Driver at pickup is not a name the carrier office will claim.
  • Rate con legal name does not match the record you checked.
  • They want payment to a person or LLC that is not the carrier or a verified factor.
