different doors into the same agency

SAFER Company Snapshot is a human-readable view of census and safety data. Licensing & Insurance is the authority and insurance system of record.

These are not three copies of one screen. They update on different clocks. A field can be right on L&I and stale on SAFER in the same hour. Know which door you used.

When they disagree on insurance or authority, believe L&I. When they disagree on a telephone or fleet count, you still have a match problem to resolve with a callback, not a coin flip.

Do not average the three systems. There is no blended score. There is a grant, a census identity, and a safety view. Write them on separate lines.

what each system is for

Use L&I for docket status, authority type, BMC filings, cancellation notices, and BOC-3. That is the grant and the insurance filing. Load-board badges are not this system.

Use QCMobile or SAFER for legal name, DBA, physical address, telephone, power units, drivers, cargo-carried, and allowed-to-operate style flags. That is census identity and the snapshot of the MCS-150.

Use SMS / CSA for BASIC percentiles and inspection summaries. That is not a safety rating. Safety ratings under 49 CFR 385 live on the snapshot as Satisfactory, Conditional, Unsatisfactory, or unrated.

timestamps differ

A SAFER page and a QCMobile call in the same hour can disagree on a field that L&I already updated. Write which system you checked and when. "Looked them up" is not a timestamp.

MCS-150 updates flow into census. Insurance cancellations flow into L&I. Do not expect the snapshot to show a BMC-91 cancellation the minute it is keyed. Open L&I when the decision is authority or liability.

If you re-check tomorrow, pull again. Do not reuse a screenshot from a different door as if it were the same record.

Night-desk screenshots without a clock in the image still need a typed time in the load note. A crop that hides the L&I header is not a filing check.

use the right door

Look up the carrier for legal name, DBA, address, telephone, fleet, and cargo-carried. Open L&I for BMC filings. If a field is missing, it is not on the snapshot you received.

When FMCSA errors, the lookup says so. That is not a green badge. Use L&I in the browser or wait. Do not fill gaps from memory.

census is the mcs-150, not the truck

Cargo-carried, fleet size, and addresses are what the carrier filed. They can be stale. They can be aspirational. They are still the official census values you compare against the person on the phone.

Allowed-to-operate and out-of-service flags on the snapshot are census/safety flags. They are not a substitute for reading L&I authority status. Record both when both matter.

A blank field on QCMobile means the snapshot did not include it. It does not mean FMCSA certified the blank. Do not invent a cargo list or a phone from a board posting to fill the gap.

how to write the check so it holds up

Authority and insurance decisions: L&I, dated. Identity and census fleet: QCMobile or SAFER, dated. If you used both, say both. If they disagreed, say which way you went and why (L&I for filings).

Do not mix a last-year SAFER print with today's census name. Side-by-side, same day, when the load is sensitive.

Shipper questions about "which database" get a short answer: census snapshot via QCMobile, authority via L&I, ratings via the 385 system, SMS separate.

do not merge the three systems in one sentence

A shipper who hears "their SAFER is good" may think authority, insurance, and rating all passed. Say the door. "L&I active, BMC-91 on file, census name matches" is three facts. "They checked out" is none.

SMS percentiles can move while L&I stays active. A Conditional rating can sit next to a current BMC-91. Unrated can sit next to a clean filing. Keep the sentences separate so nobody thinks a BASIC is a grant.

QCMobile allowed-to-operate flags are useful and still not L&I. If the snapshot says they may operate and L&I shows inactive authority, you believe L&I and you do not cover.

Print or save each door you used. Mixing a last-month SMS screen with tonight's QCMobile name is how a file looks complete and is not.

desk checklist

  • Authority and insurance: L&I.
  • Identity, phone, address, fleet: census snapshot or SAFER.
  • Record which system you checked and when.
  • On disagreement about filings, believe L&I.
  • Do not fill missing census fields from a load board.

what belongs in the load file

  • Census snapshot or report with checked-at time.
  • L&I screen for authority and BMC filings, dated.
  • Note if SAFER was opened and any field that disagreed.
  • Safety rating recorded separately from any SMS BASIC.

fail closed

  • Covering on a load-board badge without L&I for authority.
  • Treating a missing QCMobile field as a pass.
  • Using a stale SAFER print as if it were today's L&I.
  • Telling a shipper a load-board badge is an FMCSA determination.
