Texas does not replace PHMSA registration (49 CFR 107 Subpart G) or, for listed materials, an HM Safety Permit under 49 CFR 385 Subpart E. A Texas intrastate HM credential is a different grant if the load never leaves the state. Interstate HM still needs the federal file.
