idle is not approved

A carrier you used in March can have a cancelled BMC-91 in October. Produce, construction, and heating-fuel seasons recycle names. Re-run the check. Last season's rate con is not this season's authority.

Approval is a timestamp. Unused time is not a federal number, but it is a desk risk. People change phones. Filings cancel. Equipment that was a reefer in spring may not be the box that shows up in fall.

If unused ≥ 30 days, new L&I and QCMobile snapshot before cover. Peak season does not shorten that. It is why you need it.

Ninety quiet days is still unused. Do not wait for a named harvest or a construction season if 30 days already passed. The clock is idle time, not the commodity calendar.

what to re-run

L&I authority and insurance. QCMobile allowed-to-operate and identity fields. Census telephone versus the number in this year's email. Physical address versus the stored snapshot.

If the phone changed, repeat identity. Seasonal temps and hired dispatchers appear in peak months. You still contract with the motor carrier.

Equipment questions (reefer, tarps, chains) belong after the federal file is still clean. Do not book the box on a dead docket because the harvest is moving.

If allowed-to-operate is N or out-of-service is set on the snapshot, stop even if you remember them as a good peak carrier last year. The snapshot is this year.

seasonal commodity still has ordinary rules

Produce still needs breakdown coverage and a set point. Flatbed construction still needs Subpart I securement for the article. Heating oil and other HM still need the 387.9 table, PHMSA registration, and a permit when the material requires one.

Census cargo codes may show produce or building materials from last year's MCS-150. Confirm the trailer for this load. Seasonal boards fill with equipment tags that outrun the census.

Cargo exclusions for frozen, used machinery, or bulk change by policy year. Ask for current pages. A certificate from last harvest is stale paper.

capacity stories are not authority

"We added trucks for peak" can be true. It can also be leased equipment or a quiet re-broker. Read power units on the census. If the truck count on the call far exceeds the snapshot, ask whose authority those trucks run on.

One-truck operators hire on during produce. That can be legitimate lease-on. Get the DOT that will be on the rate con. Do not cover a cloud of trucks under a single familiar name.

If they want to swap MC at pickup because "the other truck is closer," that is a new check. Seasonal pressure is the usual excuse for that swap.

first-touch this season is first-time discipline

Treat a name you have not used this season with the same identity care as a new MC, even if they sat on last year's approved list. Call the census phone. Match the rate con. Open L&I.

Peak months fill with new cells that are not on the MCS-150. Ask the extra cell to conference the office. Pop-up "we have reefers this week" posts still need a DOT that resolves. A produce-board handle is not a census record.

After-hours peak booking is where first-time discipline dies. If systems are up, do the minimum. If systems are down, do not guess a new seasonal MC.

High-value holiday freight and first-touch carriers do not mix well. Smaller, known shippers first if you are re-introducing the name.

keep last season and this season in the folder

Store the new snapshot next to last season's, not on top of it in a way that deletes the diff. You want to see that the phone moved. You want to see that power units jumped.

If nothing moved and L&I is clean, write that. A clean re-check is still a re-check. The date is the point.

When the season ends, the list is not eternal. The 30-day unused rule starts again in the quiet months. Idle is not approved then either.

  • Current cargo or equipment confirmation for this commodity.
  • Census callback note on first-touch this season.

fail closed

  • Covering on last season's packet without a new L&I pull.
  • Peak-season MC swap without a new lookup.
  • Reefer or HM extras skipped because "they ran it last year."
  • Census phone changed and identity was not repeated.
