authority gets you on the highway, not into the terminal

Active MC authority and a BMC-91 do not pull a box. Uniform Intermodal Interchange (UIIA) and ocean-carrier or terminal interchange rules decide who can take the container. Ask. Do not infer from DOT status.

San Pedro Bay and Oakland run appointment systems and truck programs (including clean-truck requirements at the San Pedro Bay ports). Those are port and terminal rules. FMCSA does not issue a pier pass.

twic, chassis, and last free day

TWIC is often required to enter the marine terminal. It is not on QCMobile. If the driver cannot enter, the authority check was not the whole job.

Who provides chassis, who pays per-diem, and the last free day belong on the rate confirmation. A long-haul van MC with no interchange is the wrong cover for a same-day terminal appointment.

identity at the port

Port work fills with dispatch services booking someone else’s MC. The rate con names the motor carrier. Call the census telephone. If the person at the terminal is a different LLC, stop.

Census cargo class 12 is a hint they have hauled containers. It is not a steamship-line contract and not a chassis-pool membership.
