NC desk
north carolina carrier desk.
Look up the USDOT or MC before you cover NC miles. North Carolina OS/OW is NCDOT. Coastal and mountain restrictions are NCDOT, not a cargo class. North Carolina IRP/IFTA is DMV. L&I remains BMC-91. Federal BI&PD is still L&I — 49 CFR 387.9 did not raise $750,000 in 2026. We do not publish a made-up carrier count for North Carolina.

FMCSA vs North Carolina
An Active FMCSA property MC is interstate operating authority. It is not a North Carolina oversize permit, not IRP, not IFTA, and not intrastate authority. If this load never leaves North Carolina, ask whether they have the state credential — and still match legal name on L&I if an MC is on the rate con.
As of September 2026, table 1 to 49 CFR 387.9 still lists $750,000, $1,000,000, and $5,000,000. The January 16, 2026 change is broker/freight-forwarder BMC-84/85 at $75,000 — your house, not the truck. The March 2026 FMCSA notice still says: do not buy or sell a USDOT or MC outside a real corporate deal.
UCR is a separate annual filing. It is not BMC-91 and not a NC OS/OW permit. Confirm UCR on the national UCR site if your process requires it. Then come back to L&I for the truck.
North Carolina permits and credentials
North Carolina OS/OW is NCDOT. Coastal and mountain restrictions are NCDOT, not a cargo class.
North Carolina IRP/IFTA is DMV. L&I remains BMC-91.
Ask the carrier which legal entity holds the NC permit. If the permit is in a different LLC than the rate con, you do not have a carrier. Screenshot the permit with the load file. A verbal “we’re permitted in North Carolina” is not the portal.
first-touch in North Carolina
- Does legal name, USDOT, and MC on the rate con match L&I — including Inc versus LLC — for this North Carolina cover?
- Did you call the census telephone on SAFER, not the cell in the email?
- If this shipment is over legal in North Carolina, is there a current NCDOT Oversize/Overweight Permits permit for these dimensions and this route?
- If they claim a leased truck, is that a Part 376 equipment lease — or a story that they bought the MC?
- A Charlotte load-board tag is not NCDOT OS/OW.
- Wilmington port dray still needs the rate-con MC to match L&I.
fail closed
- Rate con names a different legal person than L&I.
- Census phone reaches a different company or nobody who will state the DOT.
- Pending BMC-91 cancellation before pickup.
- Oversize/overweight NC miles with no NCDOT Oversize/Overweight Permits permit.
- Covering on a rumor that FMCSA raised $750,000 in 2026.
